Have you tried to use the measure tool, under the Evaluate tab, and found that the drop down box to the left is greyed out? I often use this feature to select the edges or center of circles and holes.
The problem lies in a new feature in the measure tool, called “Point to Point”. It is selected by default:
Simply un-select the “Point to Point” tool, and the “Circle Select” drop-down will become available:
